Export shipments keep a reliable price from January when you agree your 2027 freight rates knowing the new tolls. Tolls are changing in three countries Slovak plants export to. Romania has charged trucks per kilometre driven since 1 October 2026. On 1 January 2027 Alsace in eastern France introduces its own truck charge, and a temporary discount ends in the Netherlands. The trans.info portal published an overview of the changes across Europe on 8 October 2026, based on data from the International Road Transport Union (IRU).
Romania: TollRo since 1 October 2026
TollRo has replaced the time-based road vignette (rovinieta) for goods vehicles over 3.5 t. The charge is paid per kilometre driven on the network of the Romanian road administration CNAIR, which covers motorways, expressways and national roads.
- Rates for vehicles of 12 t and more, Euro VI: 0.48 lei per kilometre on motorways and expressways, 0.24 lei per kilometre on national roads, VAT included. They are set by Ministry of Transport Order No. 1,925/2025. According to the IRU, 0.48 lei is about €0.10.
- Payment: through the TollRo app, through a registered toll service provider, or with a single route ticket valid for up to 72 hours.
- A bumpy start: the platform had technical outages on its first day. On 6 October CNAIR announced they had been fixed. Nobody is fined when a platform fault made payment impossible, but CNAIR does not rule out further occasional outages.
France: R-Pass in Alsace from 1 January 2027
The European Collectivity of Alsace (Collectivité européenne d'Alsace) approved its own charge for goods vehicles over 3.5 t, French and foreign alike.
- Roads: about 200 km, mainly the A35 and A36 motorways between Mulhouse and the German border, the D83 between Colmar and Sélestat, and the D502, D504 and D1363.
- Rates: from 7.1 cents per kilometre (Euro 7 under 12 t) to 34.5 cents per kilometre (Euro 0 over 32 t). They depend on weight, emission class and distance driven.
- Discount: 13% for subscribers making more than 20 trips a month.
- On-board unit: the vehicle needs a compatible unit. According to the provider AS 24, older DSRC devices do not work and must be replaced.
- Rest of the Grand Est region: according to the IRU, a similar charge is planned on about 525 km from 1 April 2027. The details are not final yet.
The Netherlands: discount ends, indexation from 1 January 2027
The Netherlands has charged trucks per kilometre since 1 July 2026. From 1 September to 31 December 2026 the rates are 22.3% lower because of higher fuel prices.
- From 1 January 2027 the regular rates return and rise by 2.6% in line with inflation.
- The most common vehicle, a Euro 6 diesel truck over 32 t, pays 20.6 cents per kilometre. An electric truck in the same class pays 4.0 cents.
- Overall, the IRU puts this at about 32% more than during the discount, nearly €500 for every 10,000 km. The 2027 amounts were still provisional in mid-September and are published officially by the Dutch Ministry of Infrastructure.
In Slovakia, toll collection moves to a state-run system on 1 January 2027. The article Slovak truck toll from 2027 explains what that means.
What it means for a manufacturer
The toll is part of the freight price. A change in rates therefore shows up in quotes for routes that use the affected roads.
- Agree your 2027 annual rates on current tolls. If you are negotiating prices for the whole year, ask which toll rates the quote is based on.
- For France, give the exact unloading address. A route through Alsace on the A35 pays R-Pass, another route does not. The address decides, not just the country.
- For Romania, allow a buffer. TollRo is new and CNAIR does not rule out occasional outages. Confirm the unloading date with your customer in writing.
- Put the shipment weight in your enquiry. Rates in all three countries depend on vehicle weight. We choose the right vehicle based on the weight of the shipment.
How to prepare an enquiry with all the details is covered in How to prepare a freight request to get an accurate quote.
How RUSH handles it
The price in our quote is final for the agreed scope of transport. Tolls, fuel and fees are included. If the route changes or a loading point is added, we adjust the price in advance, never afterwards. We build the new rates in Romania, Alsace and the Netherlands into the route plan at the quote stage. Our most frequent lanes are described on the pages transport to Romania and transport to France. Shipments are covered by liability insurance under the CMR Convention.
Frequently asked questions
Do I as the shipper need to register a vehicle for TollRo or R-Pass? No. Registration, on-board units and toll payment are the carrier's job. Send us the addresses, weight and dates.
Does R-Pass apply to every shipment to France? No. It covers only the defined roads in Alsace. Whether a route uses them depends on the loading and unloading points.
Can the 2027 rates still change? The Dutch amounts were provisional in September, and the details of the charge in the rest of Grand Est are not final. We always check the rates before sending a quote.
